To double-check, does this happen when installing a particular app, or is it with all apps? If it seems to be just one app, you might try deleting the installer and then re-downloading to test.
If the issue is happening with all apps, you might try installing an app in safe mode to test. This will run a quick diagnostic/repair, and then it prevents certain items from loading that could be causing this behavior. Here's how to Use safe mode to isolate issues with your Mac:

  1. Start or restart your Mac, then immediately press and hold the Shift key. The Apple logo appears on your display. If you don't see the Apple logo, learn what to do.
  2. Release the Shift key when you see the login window. If your startup disk is encrypted with FileVault, you might be asked to log in twice: once to unlock the startup disk, and again to log in to the Finder.

To leave safe mode, restart your Mac without pressing any keys during startup.

Depending on how safe mode goes, you might also try installing the software in a new user. This will determine if there's an issue with your user account that's preventing the install from completing. Here's How to test an issue in another user account on your Mac:

Use another account for testing

If another user account is already set up on your Mac, you can simply log out of your account (Apple menu > Log Out) and log in with the other account. But the best way to test is with a newly created account:

  1. Choose Apple menu () > System Preferences, then click Users & Groups.
  2. Click , then enter an administrator name and password.
  3. Click the Add button (+) below the list of users.
  4. Complete the fields shown for a Standard or Administrator account, then click Create Account (or OK).

If you plan to test with any of the documents in your own account, make those documents available to the new account. Drag them to the Shared folder of the Users folder on your hard drive (~/Users/Shared). You can then move them to other folders after you log in as the new user.

Then log out of your account and log in with the new account:

  1. Choose Apple menu > Log out.
  2. At the login window, log in with the name and password of the new account. If you're also asked to sign in with an iCloud account or Apple ID, skip that step.

Now try to reproduce the issue in the new account. If you need to set up an email account or other account in order to test, you can do so.

If the issue doesn't happen in the other account

If the issue doesn't happen in the new user account, the issue is related to the settings or files in your own account.

If you need help with a specific alert or issue, search the Apple Support website for the text of the alert. If the issue happens in only one app in your account, it might be related to one of that app's settings. Check the app's documentation or support website for help.

You can remove the new user account when you're done testing. Follow the steps for creating a new account, but click the Remove button (–) instead of the Add button (+). Before removing the account, make sure that you don't need any of the files or settings you created or copied in that account.

If the issue happens in the other account

If the issue happens in the other user account:

  • Make sure that your software is up to date.
  • Try using Safe Mode to resolve the issue.
  • Check for other software or hardware issues.

The Volume Serializer (VL) is used to activate Office 2019 for Mac or Office 2016 for Mac as a volume licensed version. It's an approximately 4 mb package file that you run on a user's computer, either before or after you've installed Office.

Download the Volume License (VL) Serializer from the VLSC

To download the VL Serializer, do the following:

  1. Sign in to the Volume Licensing Service Center (VLSC).
  2. Select the Download and Keys tab.
  3. Depending on the version that you're deploying, search for 'Office 2019 for Mac Standard' or 'Office 2016 for Mac Standard.'
  4. Select the Download link in the results panel.
  5. Select the Continue button at the bottom of the window.
  6. Select the icon (circle with download arrow) to download the VL Serializer .iso file.
  7. Once the download is complete, mount the .iso file to extract the VL Serializer package file.

Make sure you have the correct VL serializer version for the version of Office that you're deploying to your users.

  • The volume license is located in the /Library/Preferences/com.microsoft.office.licensingV2.plist directory.
  • The licensing plist generated by the VL Serializer contains data that's encrypted by using the serial number of the boot drive on the computer where it was generated. Upon each Office application launch, the plist is decrypted by using the current boot drive serial number as the decryption key. If the data cannot be decrypted (for example, boot drive serial number is different), Office will go into an unlicensed state without warning.
  • Because the license plist file is encrypted using information from the computer on which it's installed, you can't copy it to a different computer to activate Office on that computer.
  • There's a single VL Serializer package that contains a single key that's shared between all volume licensed customer installations.
  • The VL Serializer package contains a binary executable that's named 'Microsoft Office Setup Assistant.' It's this executable that actually activates the volume license.
  • If you install the volume licensed version of Office 2016 for Mac from the .iso file downloaded from the VLSC, you don't need to run the VL Serializer. That installer package already has the VL Serializer functionality built-in. But, we recommend that you always download and install the most current version that's available on the Office Content Delivery Network (CDN) on the internet.   • The VL Serializer package is compatible with mobile device management (MDM) servers such as Microsoft Intune, Jamf Pro, or FileWave.
