Office 2019 also includes new IT value for enhanced security and streamlined administration. Availability

• Commercial volume-licensed (trusted) customers can access Office 2019 starting today.

Hi Betsy,

Even with your image copied into preview and rotated, I see no sign of a Numbers document. There is no Numbers icon visible on your Dock, nor is there any document with a .numbers extension in the Documents list visible behind the (MS Word) document in the upper left corner.

Why have you posted this question in the 'Numbers for Mac' community?

Try:

Click on the green 'traffic light'. This should expand the document window.

If it does, immediately press command-S to save the current state of the document

If it does not…

Place the mouse pointer on the shaded triangle at the bottom right of the document window. Drag down and right to expand the document window to fit the screen.

Save.

The document should re-open in the same state as it was in when closed. If you close it when expanded, and it again opens in the smaller state shown in your photo, please reply with the following information, and I'll request a transfer to a community more likely to have an answer that does solve the issue.
